Norwegian Customs is implementing digital customs processing (Digitoll) in order to make border crossings more efficient.
Norwegian Customs has developed Digitoll as the digital solution for importing goods into Norway. With Digtoll, information about the transport and goods must be submitted digitally before or at the border crossing.
15 September 2026
Digital submission of notification and disclosure messages become mandatory before or at the border crossing for all goods transport to Norway (cf. Section 2-3 of the Movement of Goods Act and Section 2-3 of the Movement of Goods Regulations).
1 March 2027
Declarations must be submitted before or at border crossing, and the direct transport arrangement will be discontinued.
Important
The operator of the means of transport is responsible for compliance with the notification and disclosure obligation, but can choose to use a customs representative.
Transports that have not submitted the required information before or at border crossing could experience longer processing times and delays at the border.
