Effective 1 September 2026, the French border authority (SIVEP) has introduced additional requirements for all wooden packaging material (WPM) including pallets, crates, and dunnage accompanying Sanitary and Phytosanitary (SPS) goods.

Extra TRACES Filing Required

  • In addition to the standard CHED filed for the commodity, a separate CHED-PP notification must be completed in TRACES specifically for the wooden packaging.
  • The person responsible for the goods/declaration must complete this form.

Log Treatment Numbers

You must collect and record the individual treatment facility numbers (stamped on the ISPM 15 mark) and enter them into the TRACES CHED-PP declaration.

Physical Marking Standard

Physical rules remain the same: all raw wood packaging thicker than 6 mm must continue to bear a clear, valid ISPM 15 stamp showing heat treatment or fumigation.

Affected Shipments

Applies to any consignment entering France requiring: CHED-P (Animal products), CHED-A (Live animals), CHED-PP (Plants), CHED-D (High-risk food/feed), or NoA (Notification of Arrival).

SIVEP introduced these national measures following an outbreak of the pine wood nematode in the Landes region of France. Recording individual facility numbers allows inspectors to trace wood packaging upstream.
