Mark and Dan at UK Government Cabinet Office

Managing Director Mark Stephens, Head of Customs Technical & Development Dan Balshaw and Policy Lead - Trade at Road Haulage Association (RHA) Alastair Gunn met with the Windsor Framework Independent Monitoring Panel at the Cabinet Office, 70 Whitehall.

The session provided a valuable opportunity to share practical insights including

  • how current arrangements are working in practice
  • highlighting both successes and areas where further clarity is needed
  • how improvement would support smoother movements within the UK internal market

The Windsor Framework Independent Monitoring Panel, established following the Safeguarding the Union Command Paper published in January 2024, plays a key role in assessing -

  • The performance of the UK Internal Market Guarantee
  • The effectiveness of public authorities delivering Windsor Framework operations
  • How wider UK–EU trade ambitions can better support internal UK trade flows

With appointments including Alastair Hamilton CBE and Aidan Reilly in September 2024, the Panel represents an important step in ensuring transparency, accountability, and continuous improvement in how the Framework operates.

Engagement like this is critical. Bringing real-world operational experience into these discussions helps ensure that policy translates effectively into workable processes for traders, hauliers, and intermediaries alike.
