HMRC is reminding hauliers and drivers to check and follow inspection instructions when moving goods using the Goods Vehicle Movement Service (GVMS). Inspection instructions are in place to keep goods moving smoothly and ensure compliance with customs regulations.

If inspection instructions are not followed, it could lead to a financial penalty of up to £2,500.

What you need to do

Please check inspection status of your goods before arriving at the port using the ‘Check if you need to report for an inspection’ service.

If goods require an inspection, checks must take place at the arrival port in Great Britain. Where this is not possible, the driver must take the goods to an Inland Border Facility (IBF) for inspection as instructed. 

For goods imported via Dover and Eurotunnel, this will be Sevington IBF. For goods imported via Holyhead, this will be Holyhead IBF.

Goods Movement Reference (GMR) creators must: 

  • Ensure the GMR contains every declaration and all goods
  • Ensure the correct declaration type option is selected
  • Follow all instructions provided on GVMS and the GMR
  • Reminders before goods are transported
  • Before the goods travel, hauliers must:
    • Check the GMR dashboard for any errors and correct them
    • Ensure the driver moving these goods has a copy of the GMR barcode
    • Ensure the driver knows how to check if you need to report for an inspection. 

To avoid a financial penalty, it’s essential hauliers and drivers follow all GVMS inspection instructions, check the inspection status before travel and ensure GMRs are accurate and complete.
